The answer, generally, is “yes,” but exceptions exist. Any building, mechanical/HVAC, plumbing, electrical or fuel gas work that exceeds $1,000 in labor and materials is required to be permitted. Also, any contractors who work inside the city are required to be licensed by SC LLR for their respective trades.
Why a permit and a license? For the safety of all involved. The city wants to make sure the work is done correctly and according to code. Licenses are required to protect the public from unscrupulous contractors.
