Development Requirements

All commercial projects, residential projects of two or more units and oceanfront residential projects, both new construction and any alterations that change the exterior appearance, must receive approval from the Community Appearance Board (CAB) before a permit can be issued. Two reviews by the CAB, conceptual and final, are required; however, the applicant has the option of simultaneously presenting a project for conceptual/final review.

The CAB meets on the first and third Thursday of each month. To be included on the agenda for a meeting, the applicant must submit all required documents to the plans expeditor no later than 3:00 p.m. on the deadline date.  (See the CAB schedule for submittal deadlines and meeting dates.)  The plans expeditor will process the plans through all required departmental reviews, as well as any supplemental revisions.  Contact the plans expeditor, a single contact point for applicants after plans are reviewed, at 843-918-1165.  Incomplete or partial submissions will not be accepted.

All submittals should be collated as complete sets.  A tree alteration permit may be required.  Contact the Construction Services Department for an appointment.
