DEVELOPMENT
INFORMATION:
All commercial projects, residential
projects of two or more units and oceanfront residential projects,
both new construction and any alterations that change the exterior
appearance, must receive approval from the Community Appearance Board
(CAB) before a permit can be issued. Two reviews by the CAB,
conceptual and final, are required; however, the applicant has the
option of simultaneously presenting a project for conceptual/final
review.
The CAB meets on the first and third
Thursday of each month. To be included on the agenda for a meeting an
applicant must submit all required documents to the Plan Reviewer no
later than 3:00 p.m. at least 10 days prior to the meeting
(normally the Monday a week-and-a-half preceding the meeting). Incomplete or partial
submissions will not be accepted.
All accepted applications will be
turned over to the Plans Expeditor who will process the plans thru all
required departmental reviews. The Plans Expeditor is the single
contact point for applicants after plans are received. Any
consultations with any reviewers should be made through the Plans
Expeditor. Any supplemental submissions should be made to the Plans
Expeditor,
At the time of acceptance of a final
CAB review application the plan review fee must be paid.
It is recommended that all applicants
arrange through the Plans Expeditor a pre-application conference with
the following entities:
Engineering: 843-918-2000
Storm water management, grading
water & sewer.
Fire: 843-918-1111
Fire suppression.
Plans Review: 843-918-1111
IBC compliance.
Zoning: 843-918-1111
City codes, parking, landscaping,
exterior lighting and signage.
Conceptual review submission
requirements:
1 . Completed application form.
2. Six (6) "sealed" site survey plats
prepared within the preceding six (6) months.
3. Six (6) sets of drawn to scale
site plans including:
a. Proposed footprint of structure(s).
b. Proposed parking area(s).
c. Proposed buffer area (buffering
and landscaping required for all vehicular use areas and
incompatible land use area).
d. Location insert.
e. Parcel boundaries.
4. Existing tree survey indicating
which trees are proposed to be removed and those to be saved.
5. Elevation drawings of proposed
structure(s) (all facades to be shown).
6. Color photographs of the site and
adjoining properties.
7. Samples of proposed material
finishes and colors.
Final review submission requirements
1 . Completed permit application form.
2. Six (6) sets of site plans, drawn to
scale, indicating all proposed structures and other improvements such
as walkways, driveways, landscape areas, fences, parking spaces, etc.
The site plan shall indicate how utility services and stormwater
drainage are to be provided.
3. Six (6) sets of landscape plans,
drawn to scale, indicating the location of existing trees to be
removed and to be saved, the location and design of landscape areas,
varieties and sizes of trees and plant material, other pertinent
landscape features and irrigation systems required to maintain trees
and plant material.
4. Six (6) sets of completed
architectural and structural drawings, drawn to scale, including floor
plans and all elevations of proposed structures and other
improvements. Specifications and samples of type, color and texture of
proposed construction materials.
5. Color photographs of existing and
adjoining site conditions, landscape features and unusual
topographical features.
Prior to issuing a permit, three (3)
sets of electrical and mechanical plans must be submitted, reviewed
and approved by Construction Services. This requirement is in addition
to approval of all submissions required by conceptual and final
reviews.
NOTE: If your project is in Group A
(Assembly), E (Educational), I (Institutional), three (3) or more
stories in height or 5,000 square feet or more in area, the drawings
must be sealed & signed by an Engineer or Architect legally registered
by the State of S.C.
For Interior Alterations Permit, you
will need to submit the following:
1.) Building Permit Application
completely filled out.
2.) Four (4) copies of drawings
including the following:
(A) Plan view showing existing &
proposed layout.
(B) Wall section drawing showing
tenant separation & materials used.
(C) General plumbing & electrical
diagram showing panel & fixture locations, etc.
(D) For a restaurant, supply a
seating diagram, grease trap size & location, show hood, fan & duct
work details.
(E) Show location of exit light &
emergency lighting.
3.) Indicate type of occupancy,
previous & proposed.
All submittals should be collated
as complete sets.
Tree Alteration Permit May Be
Required.
