The Construction Services Department enforces city laws pertaining to zoning, signs, tree protection, lighting and glare, landscaping, weed and trash control, abandoned vehicles, plan review, construction inspections, trade permits, solicitation and overall development requirements. City inspectors also administer and enforce the International Building Codes. The Community Appearance Board reviews signs, commercial buildings and oceanfront residential construction plans.
